Substantive Evaluation of Public Policies in the Petrolina Entrepreneur Agency

Abstract

This article seeks to apply the models of substantive evaluation of public policies in the context of the Petrolina Municipal Agency (AGE), established on November 26, 2014, through Law No. 2,656, in the Municipality of Petrolina (PE), which aims to foster entrepreneurship and improve the quality of life of the population. The concepts will be presented as a crucial tool for the analysis of public management and the promotion of efficiency in government processes. The work addresses the theoretical foundations of evaluation, highlighting its role in measuring the effectiveness of implemented actions and generating organizational learning to improve future decisions. The combination of quantitative and qualitative methods is highlighted as essential to provide a complete view of the social, economic and environmental impacts of policies. Challenges such as the lack of reliable data, institutional resistance and the difficulty in measuring intangible aspects are discussed, with recommendations for an integrated approach that aligns clear objectives, specific indicators and adapted methodologies. Practical examples demonstrate how evaluation can make management more transparent and effective. It is concluded that incorporating evaluation into the public policy cycle is essential for continuous improvement, promoting greater accountability, optimized use of resources and positive social impact.
